How can we create a new Estabs ?

is there a software or some ? the estab file is coded.
i'd like to create an Estab

I'm sorry but we do not nor intend to release an Estab editor. You are restricted in designing your scenarios to the estabs provided. There will be many more new estabs in our upcoming game, Conquest of the Aegean ( COTA ).

but i saw in the manual screenshots more than one estab available.
i only have one estab available for my HTTR
is there somewhere to download some ?

The screenshots in the manual were taken on our development machines, so there may have been estabs from a different game, or earlier estabs from HTTR. IIRC at one point we had about four different estab files for HTTR, these were then combined to create the single complete estab used for the release version.
