Negative Suppy Level at Bases

Hello All , A little help needed here .... . I'm several months into a pbem game and i've recaptured a couple of bases . Unfortunately after recapture LeaLea showed a minus supply level of 1.6 billion . And now with the last ija unit retreating from PM it went to a minus 2.1 billion supply points . Has anybody else seen this ? Can this be fixed ? It's going to be pretty tough for the allies if every captured / recaptured base becomes unuseable . Any help / suggestions would be appreciated .
