A Dbase File thats "zeroed out?"

Im wanting to create a small scenario involving just a few ships using the provided tutorial area of the map (Palau, Eniwontok?) Perhaps Ive been doing this the LONG way and thats why Ive come here, to see if there was perhaps a more efficient method... Eh...

I would like to "turn off" or set to DELAYED all ships that I dont want involved in my little scenario. Is there a way to do that globally, or at least faster than cycling through all the ships in the database parent file Im using (tutorial database as well) and setting them to delayed?

Perhaps there's a different database file I should load?
Maybe Im even asking the wrong question.

Thank you and wonderful game...

Watch out for problems with only having a few active units in a scenario. I know it was causing a few problems before, but don't know if it's fixed in 1.3, or, if it isn't, how many of each type you need.

I just wrestled through creating, from Arkady's tepmplate, a scenario with a 2 CV group each side, 8 or so LCUs each, and some planes. Trying the scenario, as US, proper units were in their places, but the Yorktown/Enterprise CV Task Force wouldnt move after I assigned it a destination. Stayed docked. Never heard from the IJN forces either. Anyway, Im excited as all get out.

And thanks for the blank template files. What a timesaver. Unless Im missing something. In which I case Im still thrilled! Thank you,
