OP fire setting, how does it work?

The OP fire preference is a bit odd. What percentage equates to what was standard on previous versions? 100%?
Do I understand it correctly that it cannot be lowered by more than 30%?
If I lower it to 50% does this mean it will OP fire half as often as it used to?
