What happens if any side attacks a neutral country?

- Are there troops in this country?

- Who controls these troops if they survive the attack?

- Do such neutral troops have average ratings or are those troops Germans /
Japanese / W-Alliance / Chinese / Soviets troops?

When a neutral is attacked (and if it survives) it becomes controlled by the alliance that did not attack it - i.e. if Germany attacks Yugoslavia & doesn't take it, it is controlled by the Western Allies.
