Torpedo attack

Planes, ships and submarines seem not only to have a (different) attack values against each other, they also have another "torpedo" attack-value. Could someone explain the difference between a "normal" and a "torpedo" attack?

Units attack ships with both their ship and torpedo attack values as two separate attacks. The difference is that torpedos are not affected by armor, whereas the ship attack rating is reduced by the targets armor value.

Just to clarify: units attack ship twice, i.e. in a "traditional" attack and a torpedo attack. So the following question is: Can ships only fight back the "traditional" attack which would mean two possibilities to attack, but only one to defend? Btw, it would be hard to imagine that a topedo might be able to hit a plane[;)]! And do subs only have one attack, i.e. the torpedo one or can they also fight "traditionally"?

1 unit fires flak at the air unit, the air unit then attacks one fleet unit with both bombs and torpedoes. Subs have torpedoes only.
