Im starting to believe a unit has to be within 3 spaces from their chain of command upper-up to be able to rally. If that is so whats do the RADIOS do?

Being within 3 hexes is not required for ralling, but it helps the odds a lot! Radios help mostly with CC being on. If a unit is in radio contact, it can use command points from upper echelons. So if your infantry platoon (formation C) wanted to do some very strange manuvering and call artillery and blah blah blah; when the C0 runs out of points, B0 (company commander) would provide command points, then you would use A0's (detachment commander) command points. After that you would realize you needed a better plan.[;)]

If a units immediate commander is in contact (visual or radio) with
it's commander, the original unit is granted additional chances to rally.

It is much more effective for a commander to tell his men in person to get moving than to tell them via radio.
