I have seen this before. It's used for Shark Control at some of the more upscale resorts along the Atlantic coast.

A 12 pounder is about 75mm. A 13pdr is 3 inches, or 76.2mm. So the original responce was fairly close.

As I suspected. It is in fact the 12 pounder Port interrogation emplacement on the south mole of Fremantle harbour.
