Wining strategies

As a newcomer to this genre who intends to buy this title, does success depend upon understanding the designers algorithms or implementending sound military strategy + luck?

The game is very good about presenting you the decision making info you need to formulate strategy. When you commit to battle for instance, it give you the average number of attacking and defending units expected to be killed, and the probability you will take the space. SO as you add units, you can decide the risk vs reward threshhold you are willing to accept.
That said, you have to understand the basic ideas of "attack factor = number dice thrown" and "evasion * Durability = defense number" that the attack factor number of dice rolled has to exceed. This system allows for luck to play a significant role, particularly at the lower attack factor and defense levels, and gets less lickly to have an effect the "higher tech" you get. The way logistic and research plays into it the game rewards sound OVERALL strategy on the whole.
