Retreating

Exactly how does retreating work in this game? If I attack you, I get 1 full round of firing, does the defender fire back and then retreat? or does the defender forego firing back to retreat non destroyed units? Is there a penalty for retreating?

In most cases fire is simultaneous. Generally you get 1 shot per type of combat (for example an air unit can shoot at enemy air then attack a ground unit), although some units get to shoot more than once at different ranges. Once the firing is over, if the attacker has 2 to 1 or more (3 to 1 in fortified areas) in the unit types that count, then the defender must retreat. If not, the attacker retreats. No penalty for retreating, but if you've been shot at during the current turn, there is a penalty of -1 to your evasion if you are shot at again (this is a major penalty that is very important to take advantage of as the attacker).

Since the defender is not involved in any decisions during the battle, because of the PBEM implementation, to where do the retreating defending units go? Does the computer decide for the defender when there are multiple retreat direction options?

Yes, the computer decides. In my experience, not too many defending units survive good land attacks without at least being damaged (which sends them to a factory, also determined by the computer).
