Some please explain partisans to me

Ok, I think I'm getting most of the game "down" (not mastering by any means, but getting some of the flow and rhythm)... but I cannot understand how partisans work???

I am playing as Germany. In Norway (for example) I have 3 infantry posted there and a fighter.... the population is 1 - yet every turn I have partisans blowing things up!?

In the Netherlands (the Netherlands for God's sake) I have 9 infantry!?!?!? and still have partisans doing their thing...

will someone please explain how this works? I obviously don't have a clue....

You must be playing with Advanced Supply rules and don't have a supply point in those areas. You must have a supply point in the area in order for your units to reduce the partisan value in the area. The supply point is expended. Yes, this means you can expect to use up a lot of supply as you take territory if you want your anti-partisan activities to keep the partisans from attacking your infrastructure (rail/factories/resources).

If the population of an area is 2, you must keep 2 ground combat units of the right type in the area each turn along with 1 supply point that will be expended.
