Spain Joins

I have just finished an alternative 40 campaign, based in spanish friendly relation with Third Reich.
Spain now begins the game being german and frozen until GB undergarrisoned Gibraltar or attack Portugal.
But the problem with the AI is that ever declares war at Portugal and Spain joins the axis naturally.
Any idea to solve this problem with an agressive AI?
