LOTS.

I think that at least 30-40% of my production goes to supplies and I still don't ahve enough. I should probably put in 50% and only cut back when I see a pool building up.

I don't do that because I am trying to get max use out of the German population to get as many units on the baord as I can with only minimal militia. This juggling act with the populatin gets a bit tricky at times.

If you are planning major offensive or extended naval operations, you need lots. But if you are on the defensive and not planning bold counter-attacks, you can get by with a lot less... devoting those resources to building combat units.

Rule of thumb: you need around 100 supply per turn to support a German offensive or Soviet counter-offensive. More if you can afford it, but never at the cost of units or research.

WA will need more to support two theaters and fleets.

So that would equal 20 supply trucks built per turn. That's kind of a lot; for example, the Soviets have ~15 factories at the beginning of the game, so the most they could produce in one turn is 15, assuming they have 15 resource points available. Japan has 8, China 3. Seems like you wouldn't be able to built any units :)

Yah, the corollary to that rule of thumb is that the Soviets will have to get that supply from the WA. They should not be building much of it themselves. If the SU finances its own advances, it's in deep trouble.
