axis minors unit production

Why can't italy or any of the axis minors at least produce infantry units. Am I missing something? If it is WAD, why? Does not seem right to me. Maybe allowing axis players to produce units in at least italy (and maybe some of the other axis minors) would help with game balance. Thanks.

Do factories built by a nation with a factory point multiplier benefit from that multiplier?
For instance, if I build 2 factories in the fall of '41, will they produce 8 factory points in 1944 (x4 Axis multiplier)?
If so, this makes me rethink the building of factories at the start of the game. Thanks.

Yes it is working as designed. There were long discussions on the beta forum as regards what can be produced by whom, and conclusion re Axis minors (and that includes Italy) was that their infantry was not on par with German infantry (not even close) so they may produce militia units. Actually no one ever contested this designer's decision.
In grand scheme of things it's not that bad because Axis needs militia for rear area and anti partisan duty, so the end result is balanced and historic.
Some testers agrued (me included) that Italy be given ability to produce paras. I can't remember if it has been included in the final game, but frankly not even I would be using it [:D]

The problem is not the 8 points of production per turn that you can get for an early investment of 12 points total. The problem is that you have trouble even coming up with enough resources to feed the factories that you already have. If you somehow did come up wiht the missing resources plus another 8 you'd have exceeded the number needed for an automatic victory.

Italian paratroops are there. That sort of surprised me, that they could do paratroops but not regular infantry, but not enough to raise any flags about it.

Well I think the argument was Italians had their Folgore airborne division, which was their elite unit, fought well at El Alamein, even though they didn't make any spectacular drops like Kreta etc.
They also had small naval Para unit, that prepared for Malta invasion that never came. Paras give some benefits when attacking defended coastal positions, so giving Italians the ability to produce paras may make Malta operation more feasible for Axis. Anyway this is usually a moot question, but why not - could be a valid strategy.
The ability to produce infantry is something else altogether... it would unbalance the game, and make Italy into infantry-producing monster which is unrealistic and unhistorical. We may say their paras were on par with other Axis paratroops, but their infantry most certainly wasn't. Paras take a lot to produce, and usually players never play with more than 2, max 3 units of Paras anyway.
