Victory points - Bagration

Hi!
I´m begginner and I´m feeling a bit lost.
I´ve played the small 1944 scenario (Bagration), and set the balance as "even".
First, I played with the Germans. I lost a lot of squads and equipment. But at the end of the 14th turn I was holding Riga and Kaunas without any problem and Brest-Litovsk was about to fall and with a supply of 3, but still controlled by me.
The Russians only got Minsk, however the announce I got was "Game is a draw".
I don´t understand why it wasn´t a German victory.
Then I played with the russians. I lost a lot of squads and equipment, but less than the Germans. At the beginning of the turn 14 I only had Minsk and Vilnya, but during the last turn (14) I manage to occupy Brest-Litovsk, Kaunas nad Bialystok, leaving for the Germans only Riga.
The result was a "German Victory"!! I can´t understand how that's possible, since I had more cities than the computer in the previous game. It should be at least a draw.
I guess I´m missing something. Can anyone help me, please?
