failed invasion of Greece (retreat rules)

I invade Greece with 10 militia. There are 3 defending infantry. I figure, yeah, it could be a slaughter, but worst case I end up with 7 to 3, forcing retreat, and I win the battle.
Which is exactly what happened. Except for the Greek retreat and German victory thing. In the end I had 7 units to 3, but didn't force retreat.
The rule book equates militia, infantry, airborn and armor for the purposes of retreat. Am I missing something, or is this a bug?

I'd have to see a save to check for sure, but unless the area is fortified, you just need 2 to 1 and militia counts. There was a time that you had to score at least 1 hit to retreat your opponent, but that rule was removed during development. Can you duplicate this and send a save if you can to

I checked the rules, and Greece is not fortified. Greece had only 3 infantry, plus some ships in port. No artillery.
Sent a save.
