Playing as the Allies just for kicks I tried attacking up through Saudi Arabia into Russia. Germany by the time I attacked already owned about 3/4 of Russia. The AI brought over units to oppose me. I attacked into Russian soil occupied by Germany. I won the battle and the Germans had to retreat. But the game also put all my forces back where they started? The area which was just fought over was grey and now switched to brown and no units from either side were left in this now brown area?
So I tried another attack on grey area which was formerly Russian soil. Again I won and the Germans were forced to retreat but the game also kicked the Allies out again. This area also switched colors going back to brown but now had no units occupying it.

So is this a bug ? How are the Allies supposed to deal with Germans on Russian soil? Or are you supposed to only invade through Italy and France?

Basically, you're only "liberating" the territories. The same thing happened to me when WA took Manchuria from Japan and then I liberated it as Germany. I won the battle, Manchuria went back to red, and my units got kicked out to the territory they started from.

I think there's some rule about your units not being able to occupy an ally's territories unless your ally also has units present, which is why you get kicked out after you win the battle.

THis is "as designed" and not a bug. Allies can't attack each others territory -even after tehy are conquered. THee are a lot of reasons "under the hood" why this decision was made. This is not a bug but how it is supposed to work. It has a few unintended consequences and is "being looked at"...but that is the way the game was intentionally designed. There are a lot of options to take the fight to the Germans. You can convert teh Caucuses resources - 60 supply to fix! so attacking teh Caucasuses is a good thing to try, but don't commit too much force to it - Take Italy or go through Turkey to Rumania.
