Well China is the easiest.

You do not have much point to produce anything
You have very little man power to produce any thing
You have little supply to move or attack anything.

nothing much to do but wait for the Western Alliance to win the war and drain Japans resources.

pretty much you press next phase and watch the computer play.

tee hee.

I found russia to be the easiest to learn most of production and research since the first couple few turns you do nothing but research and produce units.

For learning about tranport and amphib operation I would have to say Japan.

For learning about combat germany is a good choice but you will get frustrated until you learn a few things like how to use air power

For learning how to deal with sub I would have to say Western alliance.

(note I am not an expert at all just things I have noticed playing myself)

For learning to play various aspects of the game, I would recommend Russia.

russia is nice since you don't have to worry about a navy. there is also a lot of combat to see and learn from.

china is probably 'the easiest' though since there is little to do with them.

Playing China is not much fun, I'm not sure you really learn something with them (never played China against AI though).
Russia is a good starter - ground pounding, no naval activity, some research.
Japan can be a good way to learn to handle naval/air, with limited ground and research. Unless you have auto supply it's a little hard to not become "broke" however [:'(]
Then maybe WA, they start up slowly but eventually dominate the world ;). Else Germany for just the reverse [:D]

Playing China is basically like playing another tutorial; not many decisions on campaign options or much danger (from the Japan AI anyway).
Yet it will give you a feel for production and especially the value of supplies, especially on the attack.

And it is just plain fun taking out Japanese bombers and transports with the Flying Tigers!

I really would recommend Russia over China; more to do, no navy to worry about.

Sergei Georgievich Gorshkov is turning over in his grave right now.

I think he would agree with that assesment. His career was all about turning the pathetic soviet navy post WWII into a credible threat to the US Navy. He was always playing catchup.

After the loss to the Japanese at Tsushima Straits and the russian revolution there wasn't a political will to make a credible navy again. After WWII Stalin realised that he would not be able to project forces across the globe unless he could protect his shipping lanes.

If you really want to learn you need to be on the attacking side
