UNITS IN QUE.

I had brought this up before but I don't believe anyone had given me a proper answer. When it shows units that are already in the que, those are units that are in production regardless of what you produce? Is that correct? Example, before I do anything for production, I am showing(just an example), 1 infantry and 1 supply truck. That means that if I built nothing that turn, I would at least have 1 infantry and 1 supply truck built. Is this correct?
The reason I ask is that I have played games where I produce units that I make but no units that were there previously in the box are produced. In other words, as japan, it will show an air cargo plane and I will produce an air cargo plane, both are scheduled on the same season to be produced. I make no attacks, have no casulties, and have 110 supply. Yet only 1 fighter come out. What am I doing wrong,please?
