Newly discovered bug?

My attempt at a search failed to find anything, so I may have found a hitherto unnoticed bug. I am fully patched, but do not have a saved game.

Last night, during my Soviet turn I recaptured Kharkov from the Germans. The factory there was fully damaged, as it should be. I immediately rebuilt the rail line and shipped the factory from Kharkov to the Central Urals. Upon checking the Central Urals, the just moved factory had been upgraded to level one damage!

Was this intentional? If so, the Russians can save themselves five supply everytime they recapture a factory area by repairing the rails (something they would probably do anyway) and shipping the factory back to their rear as the movement upgrades a damage level two factory to a damage level one factory.

I just tried it again and it repeated. This time I made a save game. If you are interested, I could send it in - if I knew where to send it. Let me know if my save game would help.

Its supposed to be at damage level one. An exert from the manual;

"Factories take up 30 Rail capacity to be moved, but such movement also gives the
Factory a Damage Level of 1 (representing the fact that it has to be taken apart; effort
must be made to reassemble it at its destination) and prohibits the Factory from
functioning during the turn it moves (even if it is repaired in the same turn). Captured
Factories may not be moved, nor may any Factory be moved by sea. Factories may only
be moved from and to regions with the same Nationality."

Damaged factories were not supposed to be moved. I think it is on our bug list now (if not it will be soon). Looks like the manual missed this.
