research caps?

Is there anyway to put max caps on research? Under the game rules even China could make a nuc (yes i know it doesn't have the resouce/manufacturing base).

Well, you could lower the baseline for specific units. This affects ALL countries though.
You can prevent individual provinces from producing some units.
Other than that, you can pump things up to 11, perhaps 12. At least against the AI
