Rather than when, I have a few suggestions. I am not going to assume it is easy to rework an ai. To do a good job you may need a lot more time. The things I am going to point out are only suggestions - they may not be practical.
The AI needs to expand a little smarter. When trying to take empty worlds it loads 1 infantry at a time to a transport - takes a world and then returns to the home world to pick up another infantry. This really slows its expansion down. You might want to consider an algorithm where it looks at the number of empty worlds within a certain distance and loads infantry equivalent to that number so it does not need to make a return. or a reasonable fraction of that number if it has multiple transports.
Second, I have never seen it build more than 1 freighter at a time. This might also be advantageous to consider when there are many distributed empty worlds. No need to build eight, but more than one would greatly speed expansion. Alternatively, if we can ever get the mapping program working for anyone, we can look at modifying or adding maps where the AI starts with more than one transport.
Third relates to space stations. The AI may want to consider making more than one science vessel early on when there are a large number of unclaimed stations.
These may be so obvious that you have already thought of them.
As far as escort and dealing with pirates the AI often does better than I do. I will often sacrifice small ships to allow the more importan vessel to go by. The AI responds aggresively to any pirate encursion.
As far as combat, its pretty good also. It may want to look at overall odds and consider withdrawal en mass when outnumbered. Currently it seems to only withdraw wounded ships. Withdrawing and shortening supply lines (distance for reinforcements to travel) is something I do against it in order to acheive an edge when the intial forces are in its favor.
You may have thought of these already or they may be impractical. I just offer themas suggestions.

Apologies for the lack of news last week, still gathering info. There is a patch, yes, but it's still a work in progress and I hope to know more about the schedule relatively soon.

I'm waiting to hear back from Black Hammer on an availability date. Sorry for the delay on this, they are working on it but it's going slower than planned.

Actually, I just heard from Black Hammer and was heading in to post this update. It is good news, though it does mean that things are not quite ready yet:
"Just checking in with you guys on the status of the Supremacy patch - sorry to miss Origins with it, but it is coming along - we decided that it would be better to release a truly significant patch that addresses as many issues as possible, so we are holding off on release for a bit. It is coming along well, though - we have a bunch of new, more difficult maps, the AI is being significantly improved and a number of other tweaks are in the works."
