Again, somewhere in 1943 i have a lot of region that are producing NOTHING, like Italy and some CAptured countries And they have a x/o rating on resources or population. eg Southern italy : resources 27/0. So i can't build anything at all. Is this normal ??

In your example 27/0 means that your side has 27 resources that could be used this turn and that 0 are left to be used this turn. So, yes this is normal. You need to capture and fix a lot of resource centers to build late in the game. For population everything in the last box (to be built this turn box) will use 2 population points, eg if there are 10 units in this box the 20 pop points are needed. If you have 20 pop points you will see 20/0, if you have 24 pop points you will see 24/4, if you have 18 pop points you will see 18/-2.

The resources 27/0 means you had 27 resources that the begining of the phase (for all of the Germen World Power not just Southern Italy) and 0 resources are left to allocate.

This makes sense indeed. I had all my resources and production centers fixed, yet i still could not build anything in Kiev, Poland, France, Italy. But i was building a lot in Germany.
