Transport movement

In my current game I've been having difficulties getting my transports where I need them. I thought a transport moving into a region where there is another transport costs 0 movement? This has not been the case. Does it matter if the transport already occupying the region my moving transport moves into has used transport capacity?

Yes, it matters. To get the 'free' movement, the transports you pass over have to have all of their movement points. If they have used a point of their capacity, their movement is set to zero and they dont convey the bonus.
This means that you usually have to get your transports where you want them before doing other things. Note that if you play with Area Supply on, you often see your transports are already 'frozen' due to having moved that 1 supply point somewhere remote. To get around this, turn off Area Supply or else undo the movement of the supply until you are finished moving transports.
