Sicily Does Not Generate Interdiction Points

After a great deal of testing, I have found Sicily does not generate Interdiction Points.
Replicate my experiment:
Spring '40, take a WA light fleet starting in the Eastern Med and move it to the Central Med. Tobruk does not generate an IP because the fleet started in the Eastern Med. Now move the light fleet from the Central Med to the Western Med. Only 1 IP is generated for this move instead of 2. Tunisia correctly adds a point, but Sicily does not. I have determined this by invading both Sicily and Tunisia to figure out which region is properly generating it's IP.
Another experiment:
Spring '40, take a WA light fleet starting in North Atlantic 10 and move it into the Western Med. Morocco does not generate an IP because the fleet started in North Atlantic 10. Now move the light fleet from the Western Med to the Central Med. Three IP's are generated (one for Tunisia, one for Corsica, and one for Sardina). Now move the light fleet from the Central Med to the Eastern Med. Only 1 IP is generated for this move instead of 2. Tunisia correctly generates it's IP, but Sicily again fails to do so.
Could this be a function of the ferry connection between Sicily and the boot of Italy? If an island is connected by ferry does this negate the IP generation for being an island? The ferry connection in the black sea doesn't matter and neither does the ferry connection between Hokkaido and Honshu.
