Truk Warp Gate Portal?

Anyone encountered the Truk Warp Gate Portal? I have sent no less than 10 US submarines to Truk, only to find that after one or two air attacks by Japanese planes, they are warped to the ship replacement pool, destined to return to Pearl in 60 days. Some were in single ship task forces and some were in multiples. This did not happen prior to the installation of 2.4.
