It sounds like you are trying to link via TCP/IP or LAN. This is not possible at this time. You need to play via hotseat or Play by Email. We are currently working on a TCP/IP and LAN playable version which we hope to release this summer.

You set up a scenario with the various powers assigned to different players (on the main menu screen after you check the PBEM box - I think this is covered in the manual). You can have up to 5 players or as few as 2. After each player completes their turn they are asked to save the game. The save goes into the /dat/save directory and the file has the same name that you gave to the save file when you saved the game. You email that file to the next player, and they place the emailed file in their /dat/save directory. They then load that saved game file and complete their turn and then follow the same steps of saving and emailing their turn to the next player. Hope that helps.

Be sure when you set the game up for PBEM that the nations have the right "player number"
Typically you'll have Germany (and Japan) as Player #1 and the WA (and Russia and China) as Player #2.
Check the manual on how that's done, it's easy ;) The German player always 'sets up' and starts the game.
You'll have to make up and enter a password at the start. When you mail the first turn off, your opponent will also make up HIS password for his side. After the first turn you need to re-enter the same password to load the game. PBEM are saved in the same place on your drive as regular games (Matrix/GGWaW/dat/Save) but you have to click the PBEM box after you click "load game" to find it.
Hope that also helps!
