Population during production

Can you explain how the population numbers (e.g. 1/1 or 1/-1 in Rumania) bears on that production? If it's a negative, is production selectively built by the computer?

1/-1 means that Rumania starts the phase with 1 populatoin and that if everything on their production track was built, you'd have -1 population remaining. Since it takes 2 population to complete a unit (not supply or research), this means there is 1 unit about to be produced. Since you are not allowed to produce something if it takes you in the negative, the computer will not actually produce the unit if you end the production phase. You need to put the unit on hold (right click on the unit on the production track) and wait until you have 2 population available. If you leave things in production that make values go negative, the computer will decide for you which items don't get built. It's best to put things on hold (or disband them) until you bring the values back to 0 (or positive in the case of population and resources since these can be stored up to some degree). In this case, if you aren't using up all the Rumanian production, you might want to build a supply point or research point and put the unit that would require population on hold.
