Basically, the problem is that transports automatically try to plot along transport routes to save movement points. Unfortunately they dont check for op-fire along those routes and there should be a way for players to circum-vent the autoplot...

You can get around the issue by moving the transport part way, then selecting it again and moving it to its final destination. I've had to do this up to 2-3 times to complete a move without triggering op-fire. Of course, it is not only transports but all naval vessels that are affected by this issue and sometimes air units as well.

in some cases yes, in some cases you cant. The difference between naval vessels and transports is that naval vessels can be moved single zones. In some cases transports REFUSE to move a single zone and will instead opt to go around through 5 zones to go to the one you want to go to.

I had exactly the same problem. As WA, my transport chain ran past the U.S., past Greenland and ended in the area directly north of Scotland. The Germans took Scotland and I wanted to place a transport just west of England to be able to ship supplies into England. No matter what I tried, the computer automoved the transport into the end of the chain north of Scotland before moving into the zone west of England. Nothing I could do would change this. Fortunately, I had a just built transport in England which I was able to move out.

This is a very frustrating problem.
