All right had a friend buy the game and he's having an odd issue,

When he clicks multiplayer it literally takes (yes we timed it) 3 minutes to go to the lobby screen for him... I've checked out his basic settings, firewall setup, and NIC configuration and everything looks fairly normal. Any idea what might cause this??
