what happened to naval retreats?

under the new patch, I've just tried the pearl harbor surround and it fails! it appears the ships will now retreat farther than 2 movement points or something.
the same thing happens when trying to surround the light fleet in the netherlands on turn one. it'll retreat all the way to the scotland port, three MPs away.
I've read through the readme, but haven't seen anything to indicate anything was changed in this regards. anyone have any ideas?

Hmm, AFAIK the Dutch fleet always retreated to Scotland when a German ship blocked its path. But IIRC I did destroy some WA ships after taking England as the Axis, but not all of them (both post-patch).

I observed the same thing. At first, I thought it might have been intended as a "fix" to the surround Hawaii tactic, but I can't find it in the release notes. I don't think teleporting warships is a good fix anyway, so I hope it was not intended ... an additional artillery would be a better fix if it is needed (personally, I have no problem with it as is, or rather as was).

Quite awhile ago Keith had coded an escape method for ships in port when the port fell. I don't think it was working in all cases but I never quite understood how the PH surround worked to kill off fleets. The Dutch fleet was always able to get to Scotland (at least since 1.016 if not sooner). In fixing various retreat bugs (having mostly to do with air unit retreats), it's possible that he fixed a bug that was causing the PH retreat from happening. I think the only rule that Keith inserted was that a unit in a port could not retreat past a narrows to get away, but otherwise it would try to retreat to a safe area. This is how we want it to work. I'll ask Keith exactly what the rule is that he intends to be in place when ships retreat from a captured port and post it in the rules clarifications section when I get the answer.

ahh thanks joel and everyone else!
I did some further testing and it appears that ships will indeed retreat to their maximum movement distance to an friendly port. if they are out of range of a friendly port, then they will be destroyed as before.
therefore the pearl harbor attack can still be altered to accomplish significant destruction (even more so than before), but its a risky strat.

Ahh, I re-read the manual and indeed it doesn't seem like the old Pearl Harbor exploit should have worked.
However, it really seems like there should be a heavy penalty to losing a port to an invasion when that port is blockaded. Shouldn't the fleet at least suffer op-fire or something as they retreat?
If I recall (someone will correct me if I'm wrong), but I believe the French fleet was stuck in port and quickly sunk by the British so that the Germans couldn't utilize it. And that was even without a blockade.
