Population and nationality

Having just captured Norway from the Germans as WA i was hoping that as it had a population of 1 i could move a factory there but wasnt able to. Reading the manual it states that factories can only use population of the same nationality as factory

I have 2 questions -

1. Can you in anyway move a factory to a different nationality within your own world power (some locations would be very useful for building supplies)

2. Why do countries such as Norway have population points if there is no way you can ever use them?????

1. IIRC you can, by selecting the factory during the move phase. Costs 30 Supplies?
I wouldnt do this though since it limits what that factory can produce. Better to increase you transport capabilities.

2. Pop points determine how many partisans are generated.

Also, factorys can not be moved via transports, only via rail and they use 30pts rail capacity and are damaged one level.

2: Pop points determine the size of the garison needed to keep the occupied citizens from causing trouble.
