If I recall it has nothing to do with what Italian provinces are taken, but how MANY are taken. You need four of the six (North Italy, South Italy, Sicily, Sardina, Torbuk, Tripoli)

After the 1.033 patch Italy will surrender immediately when the Allied player controls three of the following: North Italy, South Italy, Sicily, or Tripoli.
