I noticed that some sea zones are assigned to this or that power despite the fact that they are empty of naval units. What is the reason for such an assigment? Can I change the ownership to NONE, without disrupting the game?

If my memory is correct, you can leave an area NONE if you want as long as no units start in the area. I don't think it will impact the game.
