How do you change ocean color?

It appears that the strip of politically frozen sea zones in the Pacific are a bit lighter than the others. Was it intentional? If it was, they aren't different enough. I can hardly see any difference between regular and politically frozen sea zones. Does anyone know how to change the color to stand out more? Kind of like changing the color of the neutrals, so its not like the UK's color. I know how to do that. Thanks for any help.
