Chineese Production Bug

I think I've found a bug here with the implementation of the latest patch, but maybe I am just misunderstanding something.
I'm playing China. In my previous turn I had taken an undefended Mongolia. I chose to occupy it as a Chineese province. Then, during the Japanese player's turn he attacked my forces in Mongolia and took the province. By the way I read the rules, Chineese production should now be automatically jacked-up to producing every turn, since the Japanese took a non-coastal Chineese province. However, my Chineese production was not jacked-up as I had expected. Mongolia was definitely a Chineese non-coastal province - it was even colored yellow and had my troops in it when Japan took it. So, my Chineese production should be jacked-up, right?
