Can't install Lost Victories with WAW 8.3

I have the LV MC and can install it just fine as long as I do so with the full install of 7.0. However, when I try to install just the MC on a fresh 8.3 install the music starts but nothing ever happens. I'm running XP and v8.3 seems to be working fine. Any thoughts?
