I'm a defensive player, and so built a lot of flack guns, and did lots of research on them too to imporve them. But most of the time, if planes fly into my territories, they NEVER fire? What use are they then???

I'm even more confused by sea battles: most the time, ships don't fire, or return fire.

Also, many times I've had armies attack my territories, and units I KNOW can attack never do; they just "sit" their???? [&:]

Oh, and before you ask, yes, they are supplied.

naval battles are a random affair. all the ships will rarely fight each other. there is a calculation done before the fighting begins to determine exactly how many ships will be involved. iiregardless of how many ships actually fight, all the ships are used to determine who retreats from the region.

I can't explain why your AA doesn't fire. I think if your aircraft already score a hit against an attacker, the AA won't fire upon it. also there is only one defending ground unit matched up against each attacker. so you might have 10 AA guns against 1 attacking plane, but only one AA gun is going to fire.
