The Canadian military has more generals than tanks and it usually takes a long time for a private to be promoted to corporal.

Actually one gets promoted to corporal, or leading seaman four years after enrolling. Meritorious performers can get accelerated in this process. The Canadian Forces have perhaps the 'flattest' i.e. most pay early, least pay later/higher rank in the western world. The officer pay structure is similarly flattened. This is designed so that corporals and captain/lieutenant(navy) beginning families (having prudently waited for a few years after enrolment) may achieve a erasonable 'middle class' lifestyle ( yes, whatever that is).

Pay is tied to rank, as in most services, so the general/admiral to private ratio is a misnomer in an era of specialist headquarters needed to run the long and short term needs of a modern force. You want quality and credentials- you need to pay for it or even dedicated patriots will move to the private sector if it means their kids can go to college etc. Efforts to separate pay too far from rank have proved unsatisfactory. Hope this helps.
