I started a game playing Japan. I have currently like 5 of China's territories. They are constantly getting attacked by partisians. Any help would be appreciated!

You need to have 2 things in a province to suppress partisans, supplies & troops.

At the end of each movement phase, garrison troops needed to use 1 supply per province in which partisans are raised. Therefore if you also want the garrison to be capable of defence you must leave 2 supply per province.

Secondly you must have sufficient troops in the garrison. The number need varies dependent on the population of the province. If a yellow man is visible in the province there are insufficient troops. If a yellow man is visible only if you click on a garrison unit then you have just the right number of troops & should not remove any.

Only infantry, militia & tanks are able to garrison provinces. Flak & artillery do not count (militia are ideal)

If a province is neither vulnerable to enemy attack nor contains useful infrastructure, you probably don't want to garrison it as it is just a burden.
