Repaired resources and factories

Are either resources or factories available to use on the same turn they are repaired?

yes, but read the manual for details... as like most things ...some conditions apply.

They are repaired immediately, but they are NOT available for use that production phase.

but they do count towards the autovictory immediately.

I guess we are both wrong and right, to be more precise...factories captured by attacking the province can be repaired right away but are not on-line that turn. Factories that are captured without attacking that specific province... like Vishy France and not damaged ARE on-line.
