Could please any of the modders post where I can change the attributes of the pilot pools, so to adjust the experience quota? Thanks!

There are two editors in the game the data base editor and the scenario editor
To do what you want open the scenario editor for the scenario you want to change, there is button to the left of the scenario start date called Pilots, click that and make the changes you want and save. The next time you start a game using those scenario and data base files your change will be available...
