I'm playing the Germans and attacked russia in the summer. I followed up with more attacks in the fall. When winter came I couldn't attack. All I could do was move troops to the front lines with strategic movement (blue arrows). I thought I'd be able to move in the spring, but I couldn't do any tactical movement. I figured I ran low on supplies so I made alot more. But the next turn, now summer I still can't move tactically. Can somebody point to the right page in the manual or explain whats going on? Thanks alot!

I don't know it depends on what supply options you have set. For a unit to move, the supply has to be located in or adjacent to it's starting area. If you have Advanced Supply enabled, you will have to manually move that supply from where you built it to the units that need to move.
section 10 of the manual btw

Advanced supply is unchecked. Auto supply is checked. Area Supply is checked.
Is this enoguh info?

The last two options aren't actually checked (they got red x's in them meaning option not available) but it doesn't matter because you have Advanced not checked which means you're playing by Standard supply so your supplies aren't actually on the map - they're just a number that decreases as your units use it.
Hit F3 when on the main game screen while playing. In the first column, at the bottom next to the little truck icon, that's the supply number. If it's greater than zero then you should be able to move at least one unit
Otherwise I'm not sure what's going on.

Thanks for your help Carnifex. I rebooted my machine and started up the game again. Now I can attack again! I had assumed this game was so complicated I must have missed a rule or something.
I look forward to trying this out PBEM
