At start of turn, W France Factory is damaged. All others are destroyed.
Repair W France factory to full function.

2nd successful time into Kiev. repair rail to damage, full repair to 2 Kiev resource centers.

When start production phase....W France Factory is FULLY destroyed.
Kiev rail and resource centers are FULLY destroyed.

Can one only repair ONCE?

I believe it takes a full turn before those repairs are considered for the production phase. ie, if you repair in Sp41, those factories will be functional for the production phase of Su41. i believe damaged factories don't produce anything until they are fully repaired...

It's not a bug, it's just that you don't get the benefit from repaired resources until the season after you repair them. So when you repair them in the movement phase they appear to still be broken in the production phase. During other players turns & your next season they show up as fixed.

Remember the first season and fixing the French factories? Remember that the W.France factories do not show up until the 2nd season? The same principle works consistently throughout the game.
