When you set up a trade route, it is between two specific provinces, not between the two nations.

However, it is not clear to me what happens if my province does not make enough of that commodity. Is the commodity actually drawn from the national stockpile? Or does the trade actually fall through?

(If the latter, it sure would be helpful to have your total obligations on the development page for each province)

Trade routes can be broken due to shortage, and you are advised of that in one of the monthly reports.
I don't know if it is drawn from the national pool - why don't you figure this out for us and let us know?

Okay, I started a test game as Britain to find out.

I had a province trade 6 textiles to a Portugese province, and then cut production a couple turns later. I made sure that Britain as a whole had plenty of textiles.

Result: Next turn, a message stating that the trade route was broken due to British shortfall.

(I do not know whether Portugal likes me less, as a result.)
