Has anyone figured out Treaties yet?

I opened up the treaty box. I see the 8 major powers listed along the bottom. As France, can I only make treaties with the other 7 major powers? Can I make treaties with minor powers? If so, how to access the minor powers so I can make treaties?

no, u can't make treatis with minors; but via diplomats (charm) and "gifts" u can bring a minor on your side as a protectorate..

Makes friends with minor Countries and if they feel threatened by other Nations, they will ask for your protection.

You also can't actually make a treaty with someone you are at war with, which IMHO is a shame.
