Corruption - Waste

Why is this even in the game? If the player can't do anything about this why include it for consideration? It seems to reflect some sort of intuitive bias by the game designer as if hitting the arbitrary number of 18 of the arbitrary 200 plus districts means there is radically more corruption. Surely the kind of government has more to do with this than the number of provinces...ie. the directory was far more corrupt regardless of size than the Empire.

Perhaps in the patch a corruption decline once Empire status is achieved.

Does it have to do with how many Courts you have in relation to your # of provinces? That would seem to be logical.

Even governing a number of provinces well under 18, like in Britain, you may still suffer from waste that amounts to as high as 100 something.

I'm also experiencing the Great Textile Plague and would sure love some feedback on whether this is working as intended.

I'm playing the 1792 scenario as Britain on normal difficulty. I'm only a year into the scenario, not at war, haven't gained any provinces and basically haven't had time to build anything yet. But I'm losing 25-30 Textiles per month to waste. My net Textile gain per month is ~5. And the problem seemed to kick in only once my stockpile exceeded 100. And Textiles seem to be the only commodity affected.

So, questions:

1. Is this intended? (Is there some limit on the amount of Textiles one can stockpile? Does that explain why the problem only seemed to start once I hit a stockpile of 100?)

2. If so, what can I do about it?

When the textiles stockpile goes beyond 100, citizens will start to consume as much as they can in exceed of 100. The best way to do with it is to start planning making units every time the textile comes close to 100, or shift labor away from producing textiles.

Doesn't appear to be that simple. I'm still getting 25+ units of waste even after using all my stockpiled Textiles to build a Corps. Any suggestions?

U may as well count such waste as (stealth) consumption of citizens. [:'(]

Did some more experimenting just trying to figure this out.

Started several new games (1792, Britain, normal difficulty). Did nothing each time but adjust my Textile production. At +5 production, I experienced no Textile waste over several turns. At +9 and above, however, I experienced waste from the very first turn, with the percentage increasing as my production increased.

So is this working as intended? Is there anything I can do about it? Or do I just have to accept the fact that no matter what I do, how much money I spend, I'll never save more than ~20 Textile per turn?
