Replenishment & Forced Builds

The manual states that units are replished with varying levels of effectiveness based upon where they are stationed. It also says that once the draft pool is filled, it stops drafting population (8.1.6). I am finding neither of these statements to be true. Am I mistaken or is there a discrepency?

When I leave troops in my home province, they are not replenished. For month after month, each division maintains its starting level of 8,000 troops. As soon as I moved it into a city though, they each immediately reached full complement of 10,000 troops.

Once the draft pool is filled, despite the fact that armies in the field are not replenished, instead of curtailing the draft the game instead begins to auto-build units I did not request (and it doesn't even have the decency to use the most effective barracks locations [;)]). I am not sure if I was "charged" resources for these builds. They might be a windfall if they draw down only manpower. But I'm not sure what the rules around these spontaneous units is.

Anyone have experience with how all of this really works (and how it should work)?

Are they starting to be built in the April turn? If so, then they are your Feudal levies. You dont have to pay for them, but you do have to upkeep them once they are done.
