Playing the standard scenario as Spain, Austria just surrendered to me. How do I find out how many VP's I have, and how do I find out the value of any clause I put into the Surrender Terms Treaty?

Hit the <tab> key on the main screen to toggle the relation summary bar and read the victory points on that, or go into the Diplomacy Advisor and the Make Treaty subscreen and make a TOS to see the total victory points you have.

I tried and didn't see any. Do some surrenders come without VP's?

No. Surrenders always come with VPs. It is theoretically possible for the number to be very low, but I don't think I have ever seen less than about 2000. Perhaps you need to wait until the next turn to see the number of VPs. (You dont have to set up the surrender terms at once - they stay for later if you want to wait a month or two - I've never waited longer than that.)

Whenever you are proposing a terms-of-surrender treaty, you ll find the no of vp's at the bottom of the screen. Btw, when you expend less vp's for the treaty than the amount you gained, AI ll finally change the treaty clauses to slightly different ones from what you have proposed.
