It is possible to get an alliance with a state that doesn't like me at all by using the forced alliance clause and putting myself in place of the state agreeing to this alliance. So I end up as the only one, who has to ratify this alliance. The other Nation obviously doesn't get a chance to disagree. In my game as Prussia I could ake an Alliance with Spain this way. If I formulate the treaty the other way ('Spain agrees...'), they refuse of course.
